Indicator description	The indicator measures the share of 15-year-old students in Bosnia and Herzegovina who did not reach level 2, i.e. the minimum level of proficiency, in reading, mathematics and science.
Data source and methodology	The indicator monitors education outcomes in Bosnia and Herzegovina and contributes to monitoring Sustainable Development Goal 4 – Quality Education. It enables monitoring of the share of 15-year-old students who did not reach the minimum level of proficiency in key areas of knowledge and skills. Bosnia and Herzegovina participated in the PISA assessment for the first time in 2018. The assessment in Bosnia and Herzegovina was prepared and conducted by the Agency for Pre-Primary, Primary and Secondary Education in cooperation with the education authorities.
Coverage and comparability	The data for Bosnia and Herzegovina are based on the results of the PISA 2018 assessment. The indicator values represent the share of 15-year-old students who did not reach level 2 in reading, mathematics and science. Data for this indicator are available for 2018 only. Therefore, no automatic progress status is calculated at the national level.
National context and objectives	The long-term objective is to improve the quality of education in Bosnia and Herzegovina and reduce the share of 15-year-old students who do not reach the minimum level of proficiency in reading, mathematics and science.

Indicator description	The indicator measures the share of 15-year-old students failing to reach level 2 (“minimum level of proficiency”) on the PISA scale in three domains: reading, mathematics and science. The data come from the Programme for International Student Assessment (PISA), an international survey that assesses the knowledge and skills of 15-year-old students and provides data for monitoring education outcomes.
Data source and methodology	The indicator is used to monitor progress towards Sustainable Development Goal 4 – Quality Education. Monitoring the share of low-achieving 15-year-old students provides information on basic levels of knowledge and skills in reading, mathematics and science. The indicator is linked to the European Union strategic framework for cooperation in education and training towards the European Education Area for the period 2021–2030.
Coverage and comparability	The Council Resolution on the strategic framework for European cooperation in education and training for the period 2021–2030 sets the target that the share of 15-year-olds with low achievement in reading, mathematics and science should be below 15% by 2030. A lower indicator value represents a more favourable result, as it indicates a smaller share of students failing to reach level 2.
EU context and objectives	The European Union target is for the share of 15-year-old students with low achievement in reading, mathematics and science to be below 15% by 2030.
